Why does Mexico observe some holidays on Mondays?

Since a 2006 reform of the Federal Labor Law, three holidays are observed on Mondays to create long weekends ('puentes'): Constitution Day on the first Monday of February, Benito Juárez's Birthday on the third Monday of March, and Revolution Day on the third Monday of November.
